California law
AB 2313, the Home Energy Choice Act
Assemblymember Marc Berman wrote this bill. Governor Newsom signed it on September 30, 2026.
When a gas company plans to replace the service line to a home, the law tells the California Public Utilities Commission to require a voluntary program. A household can take a monetary incentive, electrify, and cease gas service instead of getting that new line. Emergency replacements are outside the program.
PG&E's program is still being written. It is due by January 1, 2028. Enrollment is not open. The commission has not published an incentive amount, so this page does not quote one.
Owner-occupied homes and rentals can be eligible once the program exists. If you rent, you can put the owner on the waitlist below. Joining the waitlist does not start an install.
Senate Bill 1221 is a different law. It maps neighborhood pilot zones. If an address on the home page falls inside one of those zones, the check says so, and it says that program is not taking applications.
Dyna can do electrical work a household asks for today. The waitlist is only for news about the gas-line program. It does not make Dyna the utility's program contractor.
